I completely agree that state-built housing can be a valuable component of the policy toolkit. Like you, I’m curious why this approach is more common in smaller, rich countries but less in Germany or the UK. Maybe there are hidden obstacles related to scale or size?

Vienna manages to have affordable housing with reducing its housing standards https://www.nytimes.com/2023/05/23/magazine/vienna-social-housing.html . Genuinely not sure as to why Austria or even Switzerland/Denmark are impossible targets
